We value our people and offer a meaningful and rewarding career, along with a collaborative and inclusive workplace where ambition, creativity, and integrity are highly valued. CHILD SAFEGUARDING:Level 3: the post holder will have contact with children and/or young people either frequently e.g. once a week or more or intensively e.g. four days in one month or more or overnight because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff ROLE PURPOSE: The Advocacy, Campaigns, Communication and Media ACCM Director oversees public and private advocacy, media, policy, and communications activities promoting children’s rights for Save the Children's Türkiye Country Office TCO. As a Senior Leadership Team SLT member, the ACCM Director shares the overall responsibility for setting the strategic direction and coordination of Save the Children's programs in Türkiye. The postholder is a strategic thinker and will engage with and mobilize key stakeholders around our strategic vision and mission.In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly. Position holder will be based in Türkiye, preference will be given for candidate who have the right with work in the country. The position requires an advanced proficiency in Turkish language and in-depth understanding of local context. SCOPE OF ROLE: Reports to: Country DirectorDotted Line: Regional Head of Advocacy and Resource MobilizationStaff reporting to this post: At least 1 direct report ACCM Manager, with overall responsibility for a team of 2-4.Role Dimensions: Türkiye CO, with its more than 250 staff members, operates in high scaling earthquake and complex context with multi-member interest. It has undergone a large transition from a small to medium size office to a medium country program with expansion to setup new Field Offices and scaling partnership within local NGOs. Programmes continue in the earthquake affected region and in Istanbul, with an anticipated expansion of the operational area.The role is expected to foster relationships with a wide range of internal and external stakeholders including Save the Children members, the Country Office Programme Development & Quality team, advocacy colleagues, Regional Advisors, technical counterparts in other organisation, donors etc. The role is also expected to engage with internal technical working groups and communities of practice. KEY AREAS OF ACCOUNTABILITY: As a member of the Senior Leadership Team, contribute to:Support successful management of the Türkiye Country Office’s advocacy, communications, campaigns, and media activities as well as contributes to the strategic management of the country program through the SLT.Demonstrating behaviours that are consistent with Save the Children’s Mission, Vision and Values and ensure their broader application by staff across the programme.Supporting the development of an organisational culture that promotes accountability and high performance, encourages a team culture of learning, creativity, and innovation, and frees up our people to deliver outstanding results for children and excellent customer service for our members and donors.Supporting strong linkages between Advocacy and Programs so that advocacy is evidence based and program driven and that programs are enhanced through advocacy.Demonstrating Save the Children’s commitment to safeguarding children, in accordance with our Code of Conduct and Child Safeguarding Policy.Complying with and promoting Save the Children policies and practice with respect to child protection, Code of conduct, health and safety, equal opportunities and other relevant policies and procedures. Advocacy and Campaigns Implement and regularly review the Türkiye advocacy strategy, in coordination with the Türkiye Country Director, Programme Development and Quality PDQ department, Operations department, the Regional Office, and the Humanitarian Advocacy Working Group HAWG. The postholder will be primarily responsible for risk mitigation and planning for all ACCM activities.Identify internal and external influencing opportunities at national, regional and global levels, as well as internally within Save the Children, and mobilize support as necessary.Ensure advocacy is evidence-driven by conducting a strong power mapping of key stakeholders and leading regular analysis of children’s rights in Türkiye, including aspects related to policies and frameworks, response coordination, funding, security, and other relevant factors.Produce briefing papers, position statements, letters and other private and publicly[1]disseminated materials to advocate on key children’s rights issues.In coordination with PDQ, undertake and/or commission research on specific issues to inform advocacy strategies and activities.Identify creative and influential routes to profile issues of importance for children.Drive impactful campaigns that effectively engage and empower children to advance TCO’s advocacy objectives.Promote the role of children in influencing local and national governance to ensure their survival, learning, and protection.Ensure the provision of high quality visual and print media materials to support campaign strategies and their implementation.Collaborate closely with PDQ to ensure integration of advocacy and campaigns activities in programmes, and to identify opportunities for mutual support between advocacy and programmes.Establish on a six-monthly basis an advocacy and campaign calendar with key moments and key opportunities for advocacy. Be alerted to seize advocacy opportunities when and as they arise.Establish monitoring and evaluation processes of advocacy work and ensure that advocacy implementation and impact are effectively monitored and evaluated including as part of the Country Reporting processWork with Monitoring, Evaluation, Accountability & Learning MEAL teams to conduct quality monitoring against international standards through participatory methodologies including child-friendly and disability inclusive methodologies. Representation and Coordination Lobby high-level decision-makers government, UN, etc. in line with Save the Children’s advocacy strategy.In coordination with the Country Director, lead liaison with key interlocutors in Türkiye and the region to ensure Save the Children has the most up-to-date and relevant information to inform advocacy and response.Build strong networks to continually inform and improve advocacy messaging and tactics, investing in relationships and attending relevant meetings and forums.Deputise for the Türkiye Country Director externally for policy and coordination-related processes and meetings.Develop strong relationships with Save the Children International SCI and Members both for information provision and to inform their Türkiye-related priorities in line with TCO strategies.Identify innovative and influential pathways to spotlight issues of significance for children. Media and Communications.Lead TCO external communications and media work, including serving as spokesperson for TCO and providing guidance and training to other staff as relevant.Drive media strategy to make optimal use of national and international media to influence key advocacy targets and public opinion, liaising with the Regional AMC Director, Global Media Unit Manager for the Middle East, and Regional Media Manager as relevant.Oversee public relations and maintenance of a positive public image for TCO, including through quality control of all published products and adherence to branding guidelines.Oversee delivery of communications materials to promote TCO activities and fulfil donor requirements. Internal Communications and Information-Sharing Establish a system of regular internal information sharing to draw attention to needs and accomplishments of TCO and the response in Türkiye.Oversee planning and scale up of robust communications during emergencies as per the agreed protocols and requests from other Members and Save the Children International. Staff Management, Mentorship, and Development Manage ACCM team; define expectations, provide leadership and technical support as needed, and evaluate direct reports regularly.Ensure the recruitment, training, and promotion of staff as appropriate and ensure availability of appropriate professional development opportunities for staff.Ensure staff capacity for scale-up in an emergency.Incorporate staff development strategies and Performance Management Systems into team building process. Demonstrable track record of leading change which has led to significant results for the organisation and their stakeholders.Strong results orientation, with the ability to bring about organizational change.
