The GBV Specialist will play a crucial role in supporting the Syrian XB protection & SRH program by offering technical guidance and support in GBV prevention, risk mitigation, and response. This involves ensuring adherence to global standards and guidelines, as well as locally adapted SOPs and guidelines, to maintain quality and coherence. The GBV Specialist will contribute to improving the capacity at the Syrian XB protection & SRH program to address GBV effectively, by providing expert guidance, conducting training sessions for staff and partners, expanding the program's reach in GBV initiatives, and enhancing coordination, communication, and information sharing. This position will be reporting directly to the Protection & SRH Program Manager – XB.

 

RESPONSIBILITIES

Technical support

  • Develop and implement a comprehensive training plan aimed at enhancing and expanding the capabilities of CARE and IPs personnel in delivering enhanced GBV programming.
  • Review and refine tools, SOPs, and guidelines for the implementation of GBV services, making necessary adjustments to ensure alignment with global standards for GBV programming.
  • Establish and supervise implementation of robust supervision protocols and mechanisms for both CARE and IPs staff, incorporating coaching, mentoring and self-care components into all GBV response, prevention, and risk mitigation services.
  • Conduct field visits and technical feedback sessions with both CARE and IPs staff to validate the recommendations from the supervision process and the proposed training plan.
  • Under the supervision of Protection and SRH Program Manager, provide technical support to proposal development including budget development, and pursue new opportunities for projects and partners to develop GBV/SRH portfolio.
  • Conduct Safety Audits, protection risk assessment, analysis and share the information with program management team.

 Coordination:

  • Represent CARE in relevant clusters and working groups to stay abreast of issues, needs assessment, strategic direction, and programmatic priorities.
  • Contribute to promoting the integration approach between protection and SRH by closely collaborating with SRH Technical Advisors and coordinators and participating in regular meetings to review the progress of the integration roadmap.
  • Contribute to fostering integration and cooperation with other sectors within CARE, such as Livelihood and Early Recovery, Food Security, WASH, and Shelter. This involves assisting programs in integrating and mainstreaming GBV mitigation and establishing safe referral pathways to ensure a multisectoral response for the most vulnerable individuals.
  • Initiate and contribute to advocacy for attention to GBV in programmatic priorities with CARE, IPs, and other key national and regional stakeholders.

Reporting:

  • Draft, review, and edit technical content for completion of donor reports with Protection and SRH Program Manager.
  • Maintain comprehensive documentation of GBV services and collaborate closely with the MEAL team to generate analysis on trends and risks, which will inform program change or advocacy messages.
  • Produce and disseminate high quality case studies, success stories, best practices and lessons learned that are supported with an evidence-base, beneficiary testimonials, impact/comparative data, and other relevant information.
  • Provide technical support to MEAL and IPs to ensure data collection activities are planned and conducted in accordance with GBV mitigation practices.

 

 QUALIFICATIONS

  • Degree in areas such as social work, psychology, gender, law/human rights, international relations, and/or other related social science disciplines.
  • 3 years of specialized experience addressing GBV in conflict context; experience in the Syrian context is an asset.
  • Fluent in English and Arabic.
  • Demonstrated leadership and management skills and experience.
